Centre for Peace and Justice (CPJ) is a multi-disciplinary academic institute that promotes global peace and social justice through quality education, research, training, and advocacy. CPJ is committed to identifying and promoting sustainable and inclusive solutions to global concerns and issues, including fragility, conflict and violence. The institute has multiple projects in different districts of Bangladesh. We are seeking an experienced consultant according to the Terms of Reference detailed below.
POSITION OVERVIEW:
The Consultant will be responsible for working on the “Support and Uplift Rights and Equality (SURE) for Dalit and other lower caste communities” project in eight (8) districts (Rangpur, Gaibandha, Lalmonirhat, Kurigram, Dinajpur, Nilphamari, Panchagarh and Lalmonirhat) of the northern part of Bangladesh. This consultancy aims to research selected Bangladesh courts where Dalit-related cases are being tried. Engaging deeply with Dalit and other lower caste victims, lawyers, and, if possible, judges involved in concerned cases, the Consultant shall collect, analyse, and report on data related to Dalit cases and challenges faced in the judicial process.
SCOPE OF WORK:
Trial Monitoring (a minimum of two courts from the Rangpur Division)
The Consultant shall attend and monitor all scheduled hearings of ongoing trials involving members of the Dalit community and other lower caste communities, as well as subsequent hearings of those trials and other new cases, as feasible and as may be agreed upon between the Consultant and CPJ.
Data Collection
The Consultant shall provide, within fifteen days of the most recent hearing she/he has monitored, all materials collected and prepared that may be relevant to a holistic qualitative assessment of the trial, including, but not limited to:
– A transcript of the proceedings monitored.
– Analysis of the hearing that sheds light on trial processes, barriers, and challenges experienced by Dalit communities and other lower caste communities.
DELIVERABLES
1. Trial Monitoring plan: Detailed methodology and work plan.
2. Data Collection: Comprehensive data set on trial processes and barriers faced by Dalit communities in both countries.
3. Data Collection Reports (one report per hearing): Comprehensive data set on trial processes and barriers faced by Dalit communities in both countries.
4. Progress Reports: Regular updates on field activities and preliminary findings.
EXPERTISE AND EXPERIENCE
• L.L.B. degree with experience in minority rights advocacy.
• Licensed Advocate of Bangladesh.
• Knowledge of Dalit rights issues in Bangladesh will be an asset.
• Proven experience in research, trial monitoring, and documentation.
• Must have experience of trial reporting.
