At the end of February 2020, representatives of the loosely formed Legal Empowerment Steering Group (LESG), consisting of a group of rights-based and development organizations operating across Bangladesh, that have been coming together on legal empowerment issues for several years, agreed on a consolidated framework so as to carry out their work on legal empowerment more effectively, efficiently and with impact. A preliminary agreement had been reached to name such a consolidated body as Bangladesh Legal Empowerment Network, or BLEN. Representatives of the LESG tasked CPJ to develop a rationale and terms of reference for such a Network. This paper sets out a conceptual basis and rationale for BLEN’s journey forward, with suggested points of action.
